About This Waiver

What the CADI Waiver Covers

The CADI waiver (Community Access for Disability Inclusion) is a Minnesota Medical Assistance waiver for children and adults with disabilities who would otherwise require nursing-facility level of care. It funds home and community-based services so people can live in the community — including residential supports in 245D-licensed settings, customized living in assisted living communities, adult foster care, in-home services, and day supports. CADI is one of the most common funding sources case managers work with when searching for residential openings.

Who qualifies

CADI serves people of any age who have a certified disability, need the level of care provided in a nursing facility, and can live in the community with waiver supports. Eligibility is determined through a MnCHOICES assessment coordinated by the county, tribal nation, or managed care organization.

Common Questions

CADI Waiver FAQs

What housing does the CADI waiver pay for in Minnesota?

CADI funds residential services — not rent itself. Common settings include community residential settings (CRS) licensed under 245D, adult foster care homes, and customized living in assisted living communities. Room and board is typically covered separately through SSI, SSDI, Housing Support, or other income.

How do I find CADI waiver group home openings?

Start with the CRS county pages for the counties you serve — CRS group homes are the most requested CADI residential setting. Open beds appear when Pro providers update capacity; you can send an inquiry to any licensed listing.

Who qualifies for the CADI waiver?

People of any age with a certified disability who need nursing-facility level of care and choose to live in the community. A MnCHOICES assessment through the county, tribal nation, or health plan determines eligibility and support needs.

What is the difference between CADI and the DD waiver?

CADI serves people with disabilities who need nursing-facility level of care. The DD waiver serves people with a developmental disability or related condition who need ICF/DD level of care. The right waiver depends on the disability determination and assessed level of care — a county case manager confirms which applies.

Can a CADI client use customized living (assisted living)?

Yes, with an age rule: customized living settings that enrolled with DHS on or after January 11, 2021 may only serve CADI clients who are 55 or older — MMIS blocks authorizations for younger clients in those settings. Clients under 55 need a setting enrolled before that date, a CRS group home, or adult foster care.
