About This Waiver

What the HS Waiver Covers

Housing Support — still widely known by its old name, Group Residential Housing (GRH) — is the Minnesota program that pays room and board when a waiver cannot. Waivers like EW, CADI, and BI fund services only; Housing Support covers the rent-and-meals side for low-income seniors and adults with disabilities in approved settings: adult foster care, board and lodge, assisted living, and supportive housing. More than 20,000 Minnesotans use it every month, and for many placements it is the piece that makes the budget work. As of July 1, 2026, the room-and-board rate is $1,221 per month in licensed group settings and $1,271 in community settings with a lease.

Who qualifies

A person qualifies for Housing Support room and board if they are 65 or older — or 18+ with a certified disability or disabling condition — have income below the benefit amount and assets under $10,000, and live in a setting the county or Tribal Nation has approved with a Housing Support agreement. People leaving residential behavioral health treatment can access it for up to three months while verifications are completed.

Common Questions

HS Waiver FAQs

What does Housing Support pay for?

Room and board: rent, utilities, food, and household necessities, paid directly to the housing provider. In some settings it can also pay a supplemental services rate — medication reminders, transportation help, appointment coordination — for people who do not qualify for a waiver. Depending on income, residents contribute a portion toward the rate.

Which settings accept Housing Support?

Adult foster care homes, board and lodge facilities, licensed assisted living, supervised living facilities, and approved supportive housing. The setting must hold a Housing Support agreement with the county or Tribal Nation — confirm this when you inquire, alongside current openings.

How do Housing Support and waivers work together?

They stack. A typical placement: the CADI waiver or Elderly Waiver pays for the care services, while Housing Support pays the room and board — and the client’s income (SSI, Social Security) fills the personal-needs gap. Case managers line up both authorizations so the provider is made whole from day one.

How do I apply for Housing Support?

Through the county or Tribal human services agency — often alongside the Medical Assistance application at mnbenefits.mn.gov. The county approves both the person’s eligibility and the setting’s Housing Support agreement. People exiting residential mental health or substance use treatment can be approved for up to three months while income, asset, and disability verifications are completed.
