New Freedom (1915(c)) covers in-home and community services only — it does not pay for residential placement in Washington. The program serves Aged/disabled in select counties, self-directed.
Enrollment and service authorization go through your case manager, typically via DSHS Developmental Disabilities Administration. They confirm eligibility, authorize the budget, and help select a provider.
New Freedom (1915(c)) does not fund residential placements. In Washington, residential care can be funded through COPES (1915(c)), Community First Choice (1915(k) state plan), Residential Support Waiver (1915(c)), and others — talk to your case manager about switching or adding a program.
